Facility Clearance (FCL) process:
Sponsorship: The process begins when a company is sponsored by a government agency or a prime contractor. This sponsorship is necessary to demonstrate the company’s need to access classified information.
Submission of Required Documentation: The company must submit various documents, including a sponsorship letter, a Department of Defense Form 254 (DD 254), and other relevant forms. These documents outline the security requirements and the level of classification needed2.
Initial Review: The Defense Counterintelligence and Security Agency (DCSA) reviews the submitted documents to ensure they are complete and accurate. Any missing or incorrect information can delay the process1.
Security Review and Survey: DCSA conducts a security review and may perform a telephonic survey to guide the company through the process. This step helps identify any additional documents or forms required based on the company’s business structure2.
Facility Security Officer (FSO) Appointment: The company must appoint a Facility Security Officer (FSO) who will be responsible for overseeing the security program and ensuring compliance with all security requirements
Personnel Clearances: Key Management Personnel (KMP) within the company must obtain Personnel Clearances (PCL) to handle classified information.
This step involves background checks and security clearances for these individuals
Final Approval and Issuance: Once all requirements are met, DCSA grants the Facility Clearance, allowing the company to access and handle classified information as specified in the DD 254
Ongoing Compliance: After obtaining the FCL, the company must maintain compliance with security regulations and undergo periodic reviews by DCSA to ensure continued eligibility
